Developer unveils plan for Rays Park at Carillon

A retractable- or fixed-roof stadium for the Tampa Bay Rays would be the centerpiece of a mixed-use plan proposed by the developer of Carillon business park.

Rays Park at Carillon would be the centerpiece of a multiuse project unveiled to St. Petersburg City Council during a special meeting Friday afternoon at the business park off Ulmerton Road and Roosevelt Boulevard.

The stadium plan was developed by Echelon LLC, doing business as CityScape LLC. Echelon president David LeClair controls about 12 undeveloped acres in the business park, which is near the west end of the Howard Frankland Bridge.

The plan cites its location as the "epicenter of Tampa Bay," close to Tampa and demographics. LeClair said Carillon will deliver more than 22,000 employees 6,000 residents within a 0.6 mile-radius of the stadium. Also, the site is shovel-ready.

The stadium would take up more than half of the project, which would also include office, retail and residential space as well as a hotel. The mixed use would allow for shared construction costs.

Major stadium players Hunt Construction and architecture firm HKS would be invovled.

Echelon's proposal comes with no promise that the Rays would have an interest in the project. Team owner Stuart Sternberg has said he wants to move the team from Tropicana Field before its contract expires in 2027.

Representatives from the team were at the meeting, but the Rays have said they want to consider new sites throughout the Bay area, including Tampa.

St. Petersburg officials said they would likely sue if the team tries to look outside the city. Council members were not to ask questions at the meeting because the city's attorney warned them the Rays might try to exploit any unwise statements to get out of the stadium contract.
