Florida's business climate gets mixed reviews from CNBC

Florida is simultaneously one of the best and one of the worst states for doing business based on an annual analysis by CNBC.

In one of the 10 categories used to measure business strength - the quality and availability of its workforce - Florida ranked No. 1, up from No. 3 a year ago. But in another category - economic health and growth - the state came in at 48th, down from 23rd a year ago.

Overall, Florida ranked 28th, the same spot as last year.

In a release Thursday, Gov. Charlie Crist seized on the workforce ranking as an indication "the Sunshine State is home to the best talent in the world." He cited the strength of worker training programs under Workforce Florida.

Crist's statement did not address the economy ranking.
