A limber new player has entered the Tampa Bay area's bruised and beaten housing market. Bucking an industry-wide trend toward downsizing, Canadian-based builder Minto Communities LLC has operated since the spring in New Tampa's Grand Hampton neighborhood. It acquired 24 lots in the suburban community off Bruce B. Downs Boulevard and is selling houses priced at $250,000 and up. Minto has built in southeast Florida communities like Port St. Lucie for 30 years and took advantage of lower land prices to break into Tampa. Many builders are heading in the opposite direction. Recent bankruptcies include Smith Family Homes, Windjammer Home Builders and Mercedes Homes. Tampa Bay area housing starts have plunged to their lowest levels in more than 40 years.
